I found "Judicial officer/bailiff", which seems like the usual.

 

Kudoz offered that one:
"Contextually, we would call this person a "process server" in the U.S. He/she might be a marshal/bailiff/sheriff's deputy, but in this case process server would be called for."

 

What suggests that depends on context. Let's wait for Dale and others in the know, to give a more accurate description.
