Yes, in our ATMs we have a slot inside wich there is an optical reader, when you slip the (utility) bill ´s bar code, it will show in the screen to where the money is going (account) and from it´s taken.
To this effect you have to do it in an ATM of your bank account, that is you have to be a cardholder of a given bank. Say, if your account is of the bank Z, at some point of typing the ATM will ask for your card PIN, so he will complete the transaction.
As I said there´s a special slot under wich there´s a permanent laser beam scanning for bar codes (tough many don´t even take notice).
These days we have on or about five hundred bank worker strike in progress, so it´s an alternative way to pay the bills; along with lottery retailers as well. In the latter, with the human teller will do the payment for you.
Here you can see the bar codes that allows the ATM to access your account data and these of the bill.
Old woman 1 - "Now the machine is saing that is going to read the bar code"
(in portuguese there´s a pun that allows to make confusion with "the machine is demanding to read the bar code" which the cartoonist explores here)
Old woman 2 - One narrow (bar), another narrow, one wide, one narrow, one very narrow, other narrow, blank gap, one wide, one very wide!
