PROHIBITION refers to the federal law (1920-1933) that forbade the manufacture, sale, consumption, transportation, etc. of alcohol.
DRY LAWS refer to non-federal restrictions on alcohol. There are still counties (a political geographical area that is larger than a municipio but smaller than an estado) where it is illegal to manufacture, sell, consume, transport, etc. alcohol. Some areas only have dry laws in effect shortly prior to and during elections.
