Perhaps the instances I read focused more in the effects than in the intensity.
For instance, any prolonged drizzle in cities like Recife or Rio de Janeiro might have a helluva effect in the city´s life!
Anyway, going back to the initial question asked, yes Aman, you can use the term "hard rain" freely, without qualms.
And Fabio, thanks for providing your valuable insight, the idea is exactly that, of making people comment, share, confirm or tell us otherwise.  Thanks a lot, and you are welcome.
