Since then, neither God nor Man has rested.
It is right, I am on the same page with the author. To me it could be "neither God has rested and nor Man has rested." so...
One could say, they could be taken as a set, so would be "they"; well, but it wasn´t. In fact the sentence was made this way.
Would be different if it was "Neither God nor men have rested..." or "Neither gods nor men have rested".
