Mensagem:  A designer/drafter/engineer might be a guy that uses such programs as:
CAD 3D, AUTOCAD, SOLIDWORK. INVENTOR, SOLID EDGE and so on and so forth.

---------------------------------------------
Leaving out the ones with a degree (engineers):

Mechanical designer
If you use the e.g. Inventor, it could be Mechanical Inventor designer (desenhista)

Mechanical drafter
Same goes here to drafter, Mechanical Inventor drafter (projetista)

Mechanical AUTOCAD design/drafter or draftsman (desenhista/projetista)

http://www.indeed.com/jobs?q=autocad&start=10

I have noticed that sometimes they just refer to the professional as "technician", then you have to see the job description to see if your experience/knowledge matches the ad´s requirements.

=============================

You can notice that I am talking people that works with those programs, the ones that designs and builds machines would be mechanical engineers.

This is an answer from my readings, so it´s subject to further comments.
That is, comments are welcome, for accuracy´s sake.

Hope it helps.
