Mensagem:  Can you explain to me how to analyse this question?

I was trying to do this exercise, first, the question tag called my attention and I was looking for a verb that agreed with it, but there isn't any t since the only option available was in plural (are), secondly I tried to find something that agreed with country, no sucess. So I gave up and took a look at the answer which is letter B. Why? The question tag should be weren't in this case and why the verb is in plural since country is singular? Is because it is in passive voice? what is the rule? What is the correct way to analyze question like this ?

It is high time the country ---- of the Prime Minister's intentions, isn't it?

A) had been told
B) were told
C) have been told
D) are told
E) will be told
