The percentagem is calculated ON the product's nominal value.

The product´s nomimal value is the base upon wich the percentage is calculated.
The percentagem is calculated OVER the product's nominal value.
(but to my thinking it would involve "timed data", that is the product´s nominal value over a certain time - a year, a month etc)
The percentage is calculated over the net turnover, being the invoice price of Licensee excluding any turnover tax and excluding forwarding costs. The license fee is due per period of a calendar month.
(turnover is measured by a "timed" data)
Its actual utilization percentage is calculated over a period of 3 months.
Anyway, it´s me (my "feeling" here.), so it´s up to you. Until somebody says otherwise.
