The program focus is the key, since they took out the "it takes..."
É preciso uma aldeia inteira para criar (também educar) uma criança/um filho.
It takes a village to raise a child.
WHY WAS IT CREATED?
Village to Raise a Child was established because we believe that all ideas and all students should have the potential to grow and succeed, regardless of where they come from.
Taken from the old adage “it takes a village to raise a child”, this name signifies three important aspects of our program:
We believe that, just like it takes a village to raise a child, successfully using social innovation to improve communities does not rest on one individual but requires a collaborative, community-wide effort.
So, a more apt translation, to my thinking would be:
Programas de incentivo às idéias inovadoras de jovens cientistas/inventores.
Programa jovens inovadores da comunidade.
Feel free to offer other ways to say that.
