I assume the writer meant disposal.  In the States, we would say "service".

As for the difference between crew and staff, I would also go with "backstage crew".  I see a crew as a group working with cameras, lights, the mechanical parts of putting on a show, working as grips, etc., and I see a staff as doing more the intellectual work such as preparing scripts, getting guests ready to appear on camera, keeping track of the time, handling commercials, etc.  But that's my opinion.
