Mensagem:  How'd you people categorize "spending" morphologically in this excerpt?

Reforms now proceeding through Congress will simplifythe tax system, but won't reduce the total burden. That will be possible onlyif interest rates fall and the government can keep spending in check, thereby reducing the amount of money needed topay its own debts.

And by the way, the best translation for "in check" is....?
