Anyway, in which sense?
I think it's a smart way for those, whose English is a foreign lgg., to study them (much better than the alphabetic arrangement at least).
It may not be useful for communicative purposes (since it requires automaticity, and as Ricardo puts it very clearly; language acquisition is basically an oral phenomenon).
Yet, for reading/writing skill development, dude, I know from experience it works.
