Mensagem:  The expression is unknown to my American ears.  However, we do have "to get hung up".  Literally and figuratively it can mean "ser atrapalhado". 

(1) You are crossing a barbed wire fence (arame farpado).  A barb catches your shirt.  You cannot move without tearing the sleeve.  You are hung up on the fence.
(2) You expected to leave the office at 5:00 PM.  At 4:45 PM you get an important call and you must remain until 7:00 PM.  You get home late and tell your wife you were hung up at the office.
