Mensagem:  Well ... because it is substituting for 'and' people say 'and'.

The name of the symbols itself is ampersand.

So for the purpose of communicating the intended meaning people will say 'and' (if they want to show off their high level of education they'll mention the obscure name also)

Was it invented by Cocero's slave scribe?
