From my personal experience in the U.S. I can assure you that Halloween inside public schools in the U.S. is a harmless school day activity.
I personally accompanied my child to many Halloween celebrations in a American public elementary school.
Kids can dress with whatever attire they please.
Some will even dress like superman, batman, zorro, and of course there are witches, monsters, franksteins, etc.
Creativity is a must when it comes to Halloween.
If I still remember it correctly the only thing that was not allowed were masks but faces could still be painted but masks were not allowed.
Then after school small children, teenagers, grown-ups will go to shopping malls and trick or treat at the stores entrance, and the people who work at the stores will give a piece of candy to the children.
If it's not too cold outside, if it is not snowing kids will go, usually with a grown-up or older siblings, kids go and trick or treat aroud their neighboords between 7 and 9 at night, maybe a little earlier than that.
Even some churches have halloween celebrations for their kids in the U.S.
