What does 'googling' tell us? One can find anything - including lots of misinformation and examples of speech that are not at all representative of how an expression is typically used by native-speakers, in an internet search.
In this case, you have confused two different common expressions: "in a twinkling" ( which does mean doing something quickly), with "a twinkle in his eye", which has to do with romance. You can learn from this, or if you choose you can decide that you know best.
