Calls limit ou Limit of calls?

I would like to know the context.

Do not use "Calls limit".  This form is not acceptable because the first word is acting as an adjective, and adjectives are not plural in English.

I would suggest either "Call limit" or "Limit of calls".  

The "Call limit" or "Limit of calls" refers to the maximum number of calls that a front-desk attendant can answer in a given period (a month, a quarter, ...). So, in this context, what is the best choice?

 

Action category ou Category of action?
I would like to know the context.  Both could be correct.

This one refers to the category of actions that a person will perform in order to solve a problem, such as investigative actions, phone calls, etc.
