As for the "explain me" or "explain to me", you've got a good hunch. I've done a quick research on that and found out that the grammatically correct term is "explain to me". I also learned though that "explain me" is in such common usage (even among native speakers) that maybe it will become "officially" accepted someday. English is a living language after all.
