Has it ever crossed your mind that perhaps these privileged people, who got means, the way you put it, just can't care less whether they're sounding good or not? I like to compare the English learning process with building a muscular body (without asteroids of course), it demands time, will power and a helluva a perseverance. Nobody can accomplish that overnight.
The way I see it, everyone who's able to communicate in English, regardless of the level, deserves a pat on the back. The fact is that not everybody's willing to go through all the hassles and hard work you and me have been going through to get well-versed at it. It's very time-consuming and there are way more fun things to do in life than spending hours on end trying to cram vocabulary, grammar rules and so on and so forth to achieve fluency. I mean, simply put it, they don't have to do it if they don't need it.
