PP, you are on target. The second meaning is more or less "No one is better (more qualified, more capable) than a woman." It may sound sexist, but considering the context, it's understandable. I love an expression in Spanish used to describe wife beaters: "valientes en la cocina".
English is full of double meanings, and advertising often makes use of them. This is why, of course, we keep asking for context when questions are posted in this forum. The meaning of a word can change completely depending on the context. Look at "You like me", for example.
