I'm currently practicing accent reduction and I chose American English as a model.
I got some books on the subject and one of them tells me that words like "down", "cow" or "how" are no longer pronounced /aw/ (as in British English) but rather /aeow/, like a combination of the vowel /ae/ as in "cat" + /aw/.
I know some americans do pronounce words this way. I think of Ke$ha's song, Tik Tok, when she sings "daeown" (down).
But is this pronunciation really considered standard American and not a feature of a regional accent? I think a lot of people in America still says /aw/ but I'm not sure about it...
