I am not convinced it is a colloquialism. I have heard it in many situations, films, conversations, etc. On the other hand, its use is quite limited. (It can be used under various circumstances, but it is not a common expression.) It is a way to announce that a decision/choice has been made.
Do you want to spend your vacation in Rome or in Paris?
(In) Paris it is! I will send the tickets to your home tomorrow morning.
Let´s keep our ears open and see which one of us hears it first in a movie. What do you say?
