Mensagem:  bode expiatório = whipping boy = scapegoat

Orignally, a whipping boy was someone who was punished instead of a young prince.  For example, if the prince did not pay attention in class, the prince's "whipping boy" would be punished/whipped.  Perhaps today a "whipping boy" is a politician who is blamed for everything wrong in a city or state or country.
