"I would disagree" is a very polite way of saying "I disagree" or "He is wrong".
If he asked me for his job back, I would tell him to go to hell. (rude) = If he asked me for his job back, I would have to tell him that his services are not required at this time. (polite).
Yes, both are using the conditional, but the second one shows courtesy and diplomacy.
I would have to X (polite) = I would X (very direct, possibly/probably rude.)
