Lincoln, Michael Swan (Practical English Usage, Oxford - 295.5 and 295.6)  indicates it is correct.  "When there is a noun which has a similar meaning to an -ing form, the noun is usually preferred."  (295.6)  There is not a good noun substitute for "to say".  Therefore, the gerund is acceptable and the possessive can precede it.
