It merely means "que" or "o qual". In legal documents, it is common to begin sentences in English with that. It is unfortunate that you did not give context. Surely, you would find in the original a general statement following by two or more sentences beginning with "that". I hereby declare, in the event of my death: That all my debts are to be submitted for review to the executor of my estate; That all real estate holdings in Panama are to be liquidated by the executor at fair market prices with all proceeds going to the Red Cross of Uruguay; That my thoroughbred horses will be given to my good friend and neighbor, John Q. Public, or his representives, at a place and time convenient to him, and'; That my beloved wife, Jane Doe, be given my birdhouse she has coveted secretly for years. |
