Learning foreign languages has always been an important aspect for most of the European countries. Facts such as relatively small territories, diversity of languages in and outside the countries, close borders, unified economy, etc, have contributed to a real necessity to learn other languages.
In terms of foreign language education, Europe (more specifically England) is miles away from the rest of the world. The communicative trend started there (although some American sociolinguists contributed a lot). The CEFR, which was developed there as well, is becoming more and more used globally as a reference for language teaching and learning.
In my opinion, the success of foreign language teaching and learning in Europe is due to the real necessity of communication and the strong academic background and research in the field.
