My advice would be: if you feel that you are not learning, you should change to another course, follow your gut instinct and personal experience! Why should you keep throwing money down the drain? no point doing that, right?

If you feel that you are dragging your feet, why not try something else? a tutor, someone that teaches English in a one to one class, for example or other method.  

My thinking is also that you should be more interactive and proactive towards the language, for example writing in that language , if you learn and you don´t use, your skills get rusty!
