There is one quotation in which someone says, or something like that.
Time doesn´t pass, time goes by.
It another approach, "goes by" suggests that it flows, meaning it "passes" (passes by) if you waste it or not.
Similar in kind to the feeling in Roxxete song:
Spending my time
Watching the days go by
Feeling so small, I stare at the wall
Hoping that you are missing me too
I'm spending my time, watching the sun go down
I fall asleep to the sound, of tears of the clown
Prayer gone blind
I'm spending my time
The music is somehow about "wasting time", with someone being incapable of stopping both, the time and the situation or intervene in any way.
But time goes by one way or the other, meaning it passes/moves. Regardless of being wasted, or spent in any way. Whether you are bored, thrilled, excited or having fun!
