People with special needs/special needs person - more 'politically correct' these days.
But some prefer to use the "disabled person/person with disability", because they claim they don´t have any special part in them, etc.
It´s also argued that disability, as in "disability payment" - denotes the social model, not the medical. So, perhaps you hear one word more more often in some circles/areas than in others.
