"Rednecks" are country (rural) people, always white and working class, usually low-skilled labor like farming and forestry work.
There is an implication of unedutacation, ignorance, and racism.
The origin of the term is due to the fact that when white people work outside in the hot sun - with a shirt on - the back of the neck gets very red and burnt.
Some people take pride in this term, other times it is used as an insult.
