This is not a common expression. I have heard it to mean "I have it under control, I understand it very well, I have accomplished something (often an experience)."

I have three years of experience on the job under my belt = I have three years of experience on the job.


I have it down pat = I have learned it by heart, I know it by heart

Do you have it down? = Have you memorized it?

Living in Bahia gets under your skin = Living in Bahia is an unforgettable experience

She got under my skin = She drove me crazy, she bothered me a lot OR...I liked her very much. (It all depends on the context. My friend Beto has a son named Vitor who got under my skin. I feel like his uncle.)
