Mensagem:  I capitalized my name so to convey that I am not the same Alexandre who posted the question. I am the Alexandre who is often discussing agricultural subsidies with Johannes. Anyway I also think that village, town, city, have in common language lost any distinction that could differentiate them. So I think Alexandre (that posted the question) should just stick to the dictionary definitions and try to understand what the speaker means when mentioning any of the three words (village, town, city) by the context of the sentence. Unfortunately I think this is the only solution.
