Mensagem:  To catch someone with their hand in the cookie jar (They were doing something illegal/immoral/unethical.)
We caught them with their hands in the cookie jar. They were stealing liquor from the cabinet as we walked in.


To catch someone with their pants down (They were completely unprepared.)
The Japanese caught the Americans with their pants down at Pearl Harbor.

To surprise someone (Not necessarily negative.)
I was working late at the office when she surprised me (visited me without prior notification).
