Mensagem:  Sure, you're right, Dale. Making repairs and constructing something are two different things. I was more talking about the phrase that is often used as an expression. Often times one will ask: "Why is the highway so congested?" Someone else might respond: "There is some kind of construction going on down there." The example I gave about the tunnel happened to me in Portugal 2 months ago. A road that should have been moving smoothly wasn't because they were constructing a new tunnel. When I asked why the traffic wasn't moving, the answer I got was "está em obras."
