Mensagem:  Alo! Sei bem o inglês, mas não conheço muito bem o português. Então, vou tentar explicar um poquinho em inglês: As these are just headlines in these samples, they are not really complete sentences. You could substitute the word "will" in each of these cases and they would be complete: US will demand passports of Canadian travelers. Medicare will cover Merck nausea drug. Outro ex. given: Florida will allow use of force even outside home. I don't think it's an emphasis, just a way of writing headlines, manchetes. I guess "to" [+ verb] in these headlines is kind of used as a future tense, as I think Portuguese does also, sometimes using the present tense to indicate something that will be happening soon.
