Eu usaria assim:
To imply anger or frustration or a similar emotion:
Ex. He was so frustrated at what she wrote, he ripped the page out of the notebook. [it looks like I instinctively wrote "ripped out" not "ripped off."]
General use, neutral emotion:
Ex. Would you please tear that sheet out of the notebook for me?
