Assunto:  "entrada de bebidas"

Saying the law will stop the entry of something doesn't quit fit the bill. 


The new law will forbid the entry or sale of the alcholic drinks but a law can't stop the entry.  After all, the law has to be enforced.


How about:


"The new law, when enforced by local police and officials, will halt the entry of alchoholic beverages into concerts and parties." 


Make sense?
