Definitely an incorrect explanation. "They" and "their" have been used to imply gender uncertainty since long before feminism or "PC".
But you are right that many people hesitate to use the all-inclusive "he" or "man". Which leads to the cumbersome "he or she" and "his or her" and terms like "chairperson".
