This is what mjd wrote on EMB about a year ago:

 

I'm a waiter so I encounter this all the time. "Sparkling water" is the term you're looking for if you want bottled mineral water (água com gás), i.e water with natural carbonation. If one asks for "carbonated water" (seltzer) or "club soda," he/she will receive water that has been artificially carbonated.

So to sum it up:

água sem gás = bottled water or mineral water

água com gás = sparkling water

água gasificada (artificial) = club soda, seltzer
