The ears are the monitor of speech. In the same way that we need our eyes to learn how to draw and paint, we need our ears to learn how to speak and play music. Without good hearing one can learn languages in the same way that a short person can learn to play basketball.
The language school that sponsors this site recommends all students take a hearing test. This can help determine their goals based on the expected speed of language acquisition.
