Assunto:  1.5 and 1,5 what is the difference?

I don´t understand why the English speakers use 1.5 to mean 15/10 instead of 1,5. Is this from a special metric system? Why do you say 1,5 million dollars instead of 1.5 million dollars or Is it correct to use both?
