I think often "Ministério" is translated as "Department" here in the US. Not sure about "Ministro"; it may have different equivalent titles, but as Miguel Viera wrote, it can be translated as "Secretary." Examples: Secretary of State,** Condaleeza (Connie) Rice; Secretary of Education; Secretary of Agriculture.

"Minister" is another word for "preacher" or "pastor" here in the US.
