"Step up" can also mean "accept responsibility" or "increase intensity" ("take to another level").  After a couple beers, we could probably think of other definitions and uses. 


It's not uncommon to find expressions with multiple meanings.  Perhaps the expression was chosen for that very reason, to leave the meaning to the listener's imagination.
