To my mind 'to be up to' is used to express, most of the time jokingly: tramar ( to plot, to conspire)
O que você tem andado a tramar? What have you been up to (plotting, conspiring)?
We don't know what Iran is up to but it doesn't smell good.
Tambem pode significar ' ser capaz'.
They want to make you the manager. Do you think you are up to it?
If you want to get tickets for that concert , you will have to queue for 10 hours. Do you think you are up to it?
