Yes but where in the song does it say he has a car? He seems to be walking around the town. If you are a drug addict , it is likely that our common sense doesn't make much sense to them.

Yesterday it snowed in Lisbon for the first time in 50 years. The homeless ( most of them drug addicts) were offered places to sleep , nice and warm. 50% Couldn't care less. They preferred to sleep out in the open, in carton boxes, a few blankets.  They just didn't want the hazzle!
