Assunto:  Was no plural ?

I'm note sure if it is a good idea, but you can compare, in that case, with Portuguese: you say, "Quem estava na festa? The verb is in the 3º person of singular, and the person answer, "Havia muita gente lá, Pedro e Paulo estavam lá também." In English, "There were many people there, Peter and Paul were there too." 


You never say, "Quem estavam na festa? ". It doesn't make sense in Portuguese, and, "Who were at the party?  I think the same happen in English.
