It might be possible to use those, yes, but it seems that the term applies reaching the very top. I also heard recently "Oscar hopeful" when referring to an actor who was hoping to win the Oscar award.
So if you want to be creative in your writing, it would probably be okay, but it is not the standard usage. It is always good, however, to try to be as creative as possible in your writing. :) Stretching standard definitions of words is what creative writing is all about, so don't be afraid to try new things. :)
