Assunto:  English proficiency in 1986

Here's something I just thought about:  20 years ago, in 1986, would a Brasilian with the English proficiency of, say, Ricardo, have been regarded as having a broad world/slash/intellectual horizon simply by virtue of being proficient in English? To what extent is/was English proficiency perceived as being a tool of broadening one's horizon in Brasil?
