Why would it be necessary, unless the diplomat in question is going to an English-speaking country?
For a very simple reason: almost everywhere in the world, people learn English and speak English. It's a fact. English is the most important language nowadays. If you got to France (or anywhere else) and if you speak English you will be able to communicate with people. If you try to speak portuguese to them they will laugh at you.
Of course it'd better for the diplomats to speak the language of the country where they are going to be. Most of time it's not possible.
